As shown in the following Figure 2, the capacity of electricity sent out by IPPs accounts for approximately 90.95% of electricity supply in Phnom Penh, followed by 4.82% by EDC and 4.22% by consolidated licensees. 5. Cost of Electricity Data from 2015 showed that Cambodia’s electricity cost is KHR680 (USD 0.17) per kWh the highest among neighboring countries while it was USD 0.13, USD 0.08 and USD 0.12 cents respectively in Thailand, Laos, and Vietnam, which lowers the competitive advantage of the country .
However the supply of electricity is still in shortage, especially in Phnom Penh capital city, and is accompanied by high tariffs. REEs operate small diesel generators and produce electricity for their own use and for neighboring customers. Their supply operation ranges from twenty to a few hundred customers.
This study suggested that the Feed-in-Tariff (FIT) should be USD 0.10 per kWh together with USD 18 per ton of gate fee. However, the present landfill gate fee in Phnom Penh is only USD 0.7 per ton, and the FIT that the electricity company buys from the solar power plant in the country is lower at USD 0.08 per kWh .
Meanwhile, key players in the electricity market include the EDC, IPPs, and REEs. Nonetheless, the EDC is the most influential, forming almost a monopolistic public utility providing electricity to Phnom Penh capital and other provincial towns.
